What if goods or documents are wrongfully retained? If an owner of premises wrongfully retains and refuses to give up goods or personal documents left behind, the former renter or other person who has a lawful right to the goods or documents may apply to the Tribunal for the following—

(a) an order for the return of the goods or personal documents;

(b) an order that the owner of premises pay compensation for the loss of those goods or documents.
