The reference to the parliamentary debate is really interesting, focussing on the use of singular references instead of plural references to pets during the parliamentary debate being taken into consideration by the member. Reinforces the idea that it is not just the words in legislation but the intent of the legislators at the time being essential in interpreting the legislation.
